Allow legal adoption fees of children to be covered by insurance.

In America it is cheaper to make a baby than it is to adopt one that needs a home. Why can't adopted parents have the same rights and supports in place as birth parents? Medical insurance covers births, why can't they cover adoptions? Perhaps we can tweak the system a bit to make this happen. There are way too many people in America that would adopt if it was financially feasible. There are way too many kids in America that need homes. Presently there are no programs in the USA that are offered to eliminate or at least minimize the financial cost of adoption like there are for births.
