Allow the legal; breeding, possesion (as pet) and sale of Foxes (any kind) to all states in which the fox is native

In states where the Fox (any breed/ color) is native, such as Maryland, the ownership, safe capture, breeding and transportation of foxes (any breed) should be made legal, without a permit needed, as these animals, if taught young, can be trained and domesticated, much like a dog. However the dealer of such animals must be highly informed about these and similar animals and must inform those he is selling the Animal to of habits, needs, etc. Punishments for the improper treatment or living conditions for these animals should be treated similar to that of a dog or similar species.
