The Problem: Currently the US is getting left behind in the developed world for broadband speeds and access. Competition that was supposed to put America at the top of the list hasn't happened and so we are stuck with a few ISP choices that cost more and deliver less.
The Solution: Allow companies with offshore holdings to repatriate their cash at a very low tax rate for the express purpose of building fiber optic networks in major population centers around the country. All new networks would be governed by Open Internet/Network Neutrality provisions. This would bring true competition back into the broadband marketplace and spur economic development in cities with updated infrastructure.
