Anytime a policy creates a great divide between parties the Congressional vote will be suspended and the decision will be made via a shouting match between Thomas Szczepanski and Kent Tarburton. The Senate Majority and Minority Leaders and Whips will view the shouting match which will consist of 15 rounds each being 3 minutes long. At the end the 4 will decide who made the most sense and misspoke the least and deduct points for repetition.The person judged to have won will get to decide the policy. In the instance of a tie the President Pro Tempore will flip a coin to decide.
