Allow the manufacture and sales of class 3 weapons to the public for the purposes of tax collection for each item made.

To overturn the 1968 and 1986 ruling on the importation and manufacture of class 3 weapons. This is to allow manufacture and importation of such weapons that are of a design that is forty (40) years in age or older. For the reasons: Allow for greater tax collection revenue upon each weapon sold to the purposes of licensing and purchase tax of no less or more than $200 per weapon. to also grant importation of such weapons of like design or actual manufacture exceeding forty (40) years of age in original design purposes. Age of weapons are to be determined from beginning of calendar year of manufacture to current calendar year. This is to also allow re-importation of former lend-lease weapons and weapons transferred to or purchased from allied countries that are now surplus inventory items.
