allow Medicaid coverage for low income family's for ages 19 and older

My daughter is 19 and is in collage and has no insurance due to loosing it cause of her age I was told she could get Medicaid for women but that only covers women health and not broken bone or family practice doctors or other things needed to stay in good health I was also told if she gets pregnant and get on Medicaid for pregnant women that is a a big fat NO i was told this by state Medicaid office lets get insurance for our children and other people that are not disabled cause as of now you can only get Medicaid if your old or disabled
