Allow the medical community to request FDA approval for drug treatments.

For example, Avastin can treat macular degeneration for $50/dose, much cheaper than the $2000/dose of the currently approved Lucentis. Yet the FDA cannot approve it because the pharmaceutical manufacturer refuses to request approval.

Allowing the medical community to request FDA approval for drug treatments would save hundreds of millions of dollars per year.
