Allow medical expenses being paid by recipients of food stamps to all recipients, not just elderly and disabled.

Current recipients of foods stamps have to be elderly or disabled to receive benefit of paying any health, vision or dental insurance premium and other out of pocket medical expenses. By allowing the expense on the food stamp budget it would increase the help recipients receive on the food budget, while encouraging them to obtain and keep insurance. It is felt this expense benefit should be available to all recipients who receive food stamps.
