Allow members of the military to voluntarily carry a sidearm for protection while on base and on duty

With the recent attacks on Americans within America to include the bombings in Boston, the Fort Hood attack and the plot on Fort Dix, members of the United States Military are being targeted by extremists. Not to mention the possibility of lone wolf attacks on US military installations. I propose that the US government create a program that would allow active duty, guard and reservists on active duty to voluntarily carry a sidearm for personal protection only. Allow procedures to ensure members are qualified to safely utilize the firearm.
