Allow Mexican horses to be shiped in Europe by Sea with lower taxes

A lot of coutries in Europe are suffering of a lack of horses and other mamals. Mexico is a hope for the coutries of Easter Europe (Belgium, France, Holland, Germany,...) ,their quality horses helps them a lot. But how to bring them to the Europeen land? Shiping is the only (good) way. To be able to make echanges with Mexico, Europe needs to aquire the permission of the US, since according to the CFAIT instored in America ( the continent), a country in the American continent needs permission of the White House to make exchanges with other continent if it is to import Individuals-Animals-Vegetables. The US, Mexico and Canada have signed the CFAIT treaty in 1977, so it is aproved. But horses and donkeys are banned from transportation, for medical reasons, that is why Europe needs YOUR help.
