Allow military service members to be able to purchase class three firearms and accessories without the tax.

Military service members have shown their ability to be responsible and have proven their proficiency with these firearms and accessories. Remove the tax for Class III firearms and accessories for those who have valid CAC card and/or Honorable Discharge DD-214. All extra paperwork and fees should no longer apply to them.
