Military spouses should be able to collect unemployment benefits, even if the service member received orders to move outside of the United States.
Spouses are able to collect unemployment as long as he or she quits their job because of military orders, and has moved to one of the 50 states or U.S. territories. The reason why spouses cannot receive unemployment benefits in Europe or Asia is because the Department of Labor does not have offices outside the United States.
Here are two solutions:
1. Easy way- Use the current system, and make the exception for military spouses.
2. Hard way- Create an unemployment database for Military Spouses similar to the DEERS program (the I.D. card system), which can be accessed by the U.S. Embassies and contracted by the Department of Labor.
