Allow minors within 3 years of 18 to have an active relationship with a non-minor.

There are many instances in which a 15 year old has an active relationship with a 17 year old, or something of the like. When that 17 year old turns 18, their relationship is changed. By law, they aren't allowed to even do so much as kiss without punishment. It should be up to the two in the relationship as to how they would like their partnership to be, and no one else.
