The desired effect being that it would remove the present issue of individual and or party wide personal bias, brinkmanship and lobbyist to have the final decisions on issues that effect the quality of life for all Americans.
This way issues such as Immigration Reform, GLBT Marriage etc. can decided upon with the consent of the American public giving law makers an immediate responsibility and accountability over the direction in which the American public wishes for their legislators to proceed.
