Allow Navy Reservists who are Government Employees to use Tricare Reserve Select Benefits

As part of an annual review by Navy Reserve Force, Navy Reservists who are government employees are being identified and provided with a 30-day notice to terminate their medical insurance coverage from Tricare Reserve Select as they are deemed eligible for the Federal Employees Health Benefits program. These members are precluded from participation in the TRS health benefit program unless covered by the exception that was granted by section 706 of the National Defense Authorization Act for Fiscal Year 2008, which applied only to those FEHB program eligible members of the Selected Reserve who had a previous enrollment in the TRS tier 1 plan, prior to 30 September 2007 and had an enrollment window that closed on 1 October 2008.
