Allow a new bill to set fixed terms and guidelines for Congress and Senate

My petition concentrates on a major change that may be necessary due to the last years of how our economy has been affected. This petition covers having fixed terms on Congressman and Senate in their seat in government. After some research and studies, it shows that our economy is falling more and more in the negative due to unlimited amount of times where Congress and Senate has disagreed with items with each other or the President. This is known to occur, but if one knows he / she can hold a seat for eternity then one may start to forget their true reasoning and responsibilities of why they are there. The President been set to only have 2 terms within the government , yet Congress and the Senate Doesnt have such fixed terms in place. In theory, if they did, this could change things.
