Allow for no federal or state taxes to be issued on internet when not all residents have internet coverage.

This petition is for states and the federal government to not levy taxes on a service that is not given to residents of the state or the nation. This will encourage states and the federal government to bring internet service to many rural areas. A service similar to the land-line telephone in importance is not being treated the same.
