Currently an H1B, L1 or other non immigrant temporary work visa holders cannot really launch startups in the US. Although they can create companies, and own them, they can't do any work in them (only passive income).
Allowing non immigrant visa holders to create small business initiatives and accept revenue, raise money and create companies while creating jobs, innovating and even inventing new industries is America's way to grow.
The entire tech industry is calling for action on this, and there is no reason not to answer that call
