Allow non-violent convicted felons to purchase and own guns legally by allowing friends and family to provide background information. Allow felons to provide phyciatric reports and allow for them to take tests to prove their mental stability. Not all felons are violent offenders and should be allowed to protect their families as most police departments take longer to respond in cases of emergencies.
