Allow only single (or closely related) subjects to be reviewed and voted upon at a time during Legislative Sessions.

In order to create transparency in legislation & reduce unrelated content from seeping into unrelated legislation, the legislative branch is only able to address a single or comprehensive items relating to a single subject at one time. This will ensure that bipartisan legislation is quickly reviewed & passed and will also ensure instances where unrelated legislation remains separate. A prime example of this is Health Care and Education Reconciliation Act of 2010.
