Allow an option for us to vote DOWN a petition on whitehouse.gov

Its a great idea by President Obama to allow the people to submit and voice their opinions of petitions on this site by voting for it. But by the same token, even if it's not taken into account for the final tally, we should be able to vote down a petition on here. Some of these petitions have only 200 votes, while some goes in the the hundreds of thousands. But that's only supporters. Voicing our disapproval for a particular petition should be just as important as voicing our support for one.
