allow Oregon, Washington State, Alaska, Idaho, Wyoming, Montana, and N/S Dakota to split from the union peacefully

Allow the above listed states to secede from the Union peacefully and create a new ally government that is independent of the current government fiscally and morally, but will work in conjunction with the current standing government for protection, peace, and prosperity.
