Allow the Panama and Granada wars to be a recognized as a "WAR" as defined in The war powers ACT for veterans thatserved

The Veterans disability office dosent accept the Panama or Granada WARS as a war but according to the war powers act they are considered WARS. Any time the president of the United States Declares a war by the WAR powers Act, it is and will always be A WAR. Therefore any and all veterans that served during an Act of War they should be allowed to collect a non-service connected disability! Most service member serve longer than most senators or Congressmen Yet they are given every benifit for life tell me does that sound fair?
