Allow parents to be paid caregivers of disabled adult children instead of paying same amount to strangers.

Although parents are best qualified to take care of their disabled adult children the federal government would rather have the parent leave to work and pay someone else to provide care. As part of the "K-Plan" any States, in order to accept federal dollars, must abide by federal rules, and one rule in particular is "The Center for Medicare and Medicaid Services does not allow anyone to both direct an adult client’s service and be paid to provide that service, determining that this is a conflict of interest." Why if the gov is paying a caregiver either way must a parent leave their child to go to work instead of caring for their child for the same pay as the caregiver? Please change this rule to allow parents to have the option to be their child's full time caregiver.
