Allow parents of foreign students to see and visit their child (children) that studies here in the U.S.

Do not penalized a parent (s) who comes quarterly to visit her son (student) using a visa-waiver program. This parent comes almost on a quarterly basis but leaves the country before end of 90 days as required by law but last November, 2012 was refused entry by Homeland Security that this parent violated Visa-waiver program rules secondary to frequent entry? Now, this parent has not seen or participated in school activities of her son for almost two-years now. Her son just got inducted to the National Honor Society of High School Scholars. What happened to human rights and importance of " family"?
