Allow past due food from restaurants to be preserved and donated to the homeless, poor and/or starving

Restaurants nationwide, even worldwide throw out millions of dollars in food due to the fact it's past due. Meaning if it hasn't been sold in a certain amount of time it's no better than garbage. Why waste food that makes no profit when being thrown out in the first place. preserve it (whether it be frozen or otherwise), and donate it to people who could use it (the homeless, the poor, starving people over seas). Now most of the food is probably going to be junk food, but junk food is better than no food at all.Now I know some people are going to complain about health issues and lawsuits due to possibly getting sick, well I've thought of that. If passed restaurants should sign a waver saying it is no longer responsible for the food they have donated. Details can be worked out later.
