Allow people to distill small amounts of liqueur at home, in the same way they can already make beer and wine.

As a home brewer I was elated when you began to brew beer in the white house. Home brewing was made illegal during prohibition, and due to legislative oversight remained illegal (although largely unenforced) until President Carter.
Current law does not differentiate between hobby distillers, and commercial enterprise. Both are subjected to the same fees and inspections. In my state, The fees alone are over $30,000 per year. This varies from state to state, but lacking a federal exemption for home distilling, no state has exempted home distillers.
Mr President, please create a class of home distiller that covers less than 5 gallons of spirit per year. George Washington made whiskey at his home, and we'd like to as well. Thank you for your consideration.
