Allow people to give work to the unemployed instead of providing unemployment insurance

The Congressional Budget Office estimated that Unemployment Insurance benefits totaled $94 billion in fiscal year 2012 (0.6% of GDP).

You could create an internet platform (labor marketplace) where people who receive UI benefits have an account specifying the type of works they can do; you could then give credit (money) to citizens or corporations that they could use in order to employ people in this platform. Instead of paying unemployed people and have them not produce anything why not give the same amount of money to citizens and allow them only to use it to give work to the unemployed? Instead of having a teacher unemployed, why not allow parents to contract her/him for tutoring?
