Allow people granted withholding of Removal to be considered an eligible noncitizen for FAFSA so they can enter college

Children granted Withholding of Removal status are not able to apply to many scholarships available to them for their scholar achievements, because for most of these scholarships it is a requirement to be an "eligible noncitizen" by FAFSA.
Most of these kids have been in the US for most of their lives, and their consider themselves Americans. Their status allow them a work permit authorization and to pay taxes. But, they are still deny the opportunity to be an "eligible noncitizen" by FAFSA and in some cases they are even treated as international students. Thus, we ask you to please order FAFSA to consider children granted withholding of Removal as an "eligible noncitizen". So these children can become greater persons for America.
