Allow citizens of the US who want to leave, renounce their citizenship to leave tax free by cashing out their years of contribution to social security, 401K's, IRA's, etc. etc, without penalty, and effectively leave the United States within 180 days, arranging citizenship in other countries with the understanding that there is no return to the US as a Citizen of the United States of America, only on a visitor or temporary visa with limited stay time.
