Allow people who have a felony conviction have access to the second chance law after 5 years instead of having to wait 8

I want people who have felonies or who have had a felony to be able to move firward with their lives and be able to be successfull and not have to wait 8 years to do so. For example I have a 6 year old felony and could have gotten a promotion to a management possition but because of past mistakes and the 8 year rule. I do not qualify for the second chance law.. Im sure many people out there would like to have a real second chance!!
