Pass a bill that would allow for people who are not financed through Fannie Mae, Freddie Mac or the FHA and whose homes are underwater to be able to refinance their homes. Most people with loans that are not through a federal agency or federally guaranteed, are not able to refinance their homes at this time and are still paying ridiculously high interest rates.
