Yes, Pete Rose gambled on baseball, and yes he should be punished but not inducting him into the Baseball Hall of Fame should be considered cruel and unusual punishment considering his career before the scandal. The Baseball Commission will not allow him in so it would require Presidential involvement for him to be honored in his life time.
