Allow petitions that are created to overrule petitions others create.

Hello, I am a New Yorker and I want to address the burdens of the people I represent and those I oppose. I have recently found that someone claimed to have written a petition on this very site to ban television shows from airing in the United States. The man's name is Niccolas del V******, and he claimed to have created a petition to ban the well- known television series Doctor Who by BBC and BBC America publicly on a Google + post. What I am aiming to do is to allow US Citizens to create petitions that can cancel out/ overrule other petitions, if the number of signatures is larger than the opposing petition's signature bank number.
I believe that this petition will be able to control the opinion- based petitions that state that someone/ something is "stupid/ sucks" without a good fight.
