Many petitions have been submitted, some on controversial matters. To allow peoples opinions to be better expressed, it would seem better to allow people to express both support and opposition to petitions, rather than just support. The current method may produce the appearance of a majority support for an petition when it is truly a minorities view. Any petition reaching the required signatures would still need to be responded to per the existing guidelines.
