Require all legislation be transparent before Presidential signature permitted; ban surprises hidden in details.

When the President signs legislation into law, it should be apparent to all citizens what it is intended to do, without any hidden, unrelated topics inside. No legislation should be "too long to read" so hidden agendas are buried inside; a plain language version should be required for all legislation before signature. Any addendum must be relevant and related by a similar theme and clearly identified as a bullet point under the main subject heading so all citizens and the President are aware of what is changing upon the signature of the President. Further, if it is discovered after the President has signed legislation in which a section granted rights to a corporation to act on an unrelated topic, the President should be granted the right to repeal that section immediately.
