Allow private citizens to donate money directly to specific government agencies that they wish to support

Tax payers have very little say as to how much or where their tax dollars will end up in this giant bureaucracy. What if, in addition to taxes, private citizens were empowered to contribute and offer additional financial support directly to specific federal agencies (NASA, Department of Transportation, National Parks Service, etc.) of their choosing?
The simplest solution would be do add "donate buttons" to existing .gov websites. Another way would be to give each government agencies a 4 digit code and allow the taxpayer to denote, on their IRS 1040 form, denominations and agencies to which they would like to divvy out a portion of their impending refund.
