In 2007, Congress created the Public Service Loan Forgiveness Program to encourage individuals to enter and continue to work full-time in public service jobs. Under this program, after 2007, borrowers who loan may qualify for forgiveness of the remaining balance due on their eligible federal student loans while employed full time by "certain" public service employers, but not "all".
This isolates and excludes equally deserving persons who can't find work, or worked in public service before this date. It also does not support people who work for ineligible public service employers, who typically pay workers significantly less than the workers that qualify. Currently, ineligible borrowers who live in poverty can only get deferments on a limited basis and/or if they get public assistance.
