By holding the manufacturers accountable for the use of their product, it will provide an incentive for them to create measures of control that they presently fight against in order to sell more products. Their failure to control the use of the product will make them an accessory to the crime(s) committed with their product, and will force them to improve their methods of distribution, reduce their production or increase the costs ... making the means to harm others less accessible and more difficult to obtain. Since it does not outlaw weapons, it does nothing to interfere with a constitutional right of a citizen to have them since the constitution addresses only the right of the bearer and not any right of the manufacturer. It can be done by Executive Order and implemented, today.
