Quads and atv's should be legal on the road so long as it has its street legal addons, and safety percautions are followed. They are no different or any worse then dirt bike or street bike. Quad is more stable and safer then street bike and would open up another window for transportation, which would be better on gas, and better on pollution from exhaust. To sum it up, allow quads to be as street legal as dirt bikes.
