Allow for a National Blind Order System for all real estate appraisals conducted in the United
States. The ordering system will forge a path between the Appraisal Foundation, and Appraisal
Subcommittee (ASC.) The implementation of the Professional Appraisal Delivery System
(PADS) will abolish appraisal management companies and third party ordering systems in a
manner as to stop the targeted oppression of real estate appraisers. Appraisal fees will no longer
be a hard cost, and will finance into a loan. The result is a win for consumers. Appraisers will be
under the control of appraisers, not Fannie Mae, or other industry influences, including all banks.
Upon development, the system will abolish all black listing of appraisers by banks. Appraisers
will report market conditions to congress.
