Allow the automatic and immediate expungement of all non violent American citizen records upon the fifth(5th) consecutive year following the last known criminal act pertaining to them. That is to say, after five years of living crime free, anyone who has not committed a violent crime will have an automatic and retroactive expungment of their crimes and in regards to felony acts the reinstatement off all civil rights expropriated from them.
Many offenders wish to make a contribution to society but because of criminal records and lack of civil rights the possibility of serving our country through the armed forces, public office, voting and even simply obtaining a job or traveling is limited if not completely impossible.
