Allow refinancing of consolidated student loan debt to take advantage of today's low rates

Students who borrowed to invest in their own education should be allowed to refinance their debt at today's lower interest rates.

Currently, subsidized and unsubsidized student loan debt can only be refinanced ONCE in a consolidation. The borrower is then locked into that rate for the next thirty years. Why not create a mechanism to refinance that consolidated student loan debt? This will decrease the debt burden on young employees struggling to pay their loans, increase competition for refinancing, and help the economy by freeing up disposable income.
