Allow representation in Congress to be proportional to popular vote.

Proportional representation in Congress means that the number of representatives from each party would be determined by the popular vote. Allowing proportional representation in Congress would welcome minority voting groups to be represented. It would also reduce party politics and allow for action to be taken in Congress in the interest of the people. This would eliminate the idea of congressional districts, and change the electoral college.
