Allow residents of the District of Columbia to receive in- state tuition for colleges and universities within the U.S

The District of Columbia is not a state. It is a territory within the United States. There should be no educational boundaries when it comes to receiving in-state tuition. There is only one public institution within the District and the concentrations are limited. Residents within the District of Columbia should be able to have access to the public colleges and universities within the United States because it has no real state boundaries. The cost of education is staggering. States within the U.S have access to more than one public institution. Allowing eligible residents within the district will add positive numbers to the colleges and universities within other states and add to additional funding within these institutions.
