Allow residents of a town or city to cite and fine said town or city for not keeping pedestrian walkways clear

Cities and towns currently may warn, cite or fine residents for not maintaining walkways / property, yet those same cities and towns aren't held accountable for their own public walkways/property. This petition would allow residents to hold their local governments to the same standards imposed upon them.
