Allow schools to create Rapid Response Teams to address mass shooting incidents

Each school in country should be allowed to create a Rapid Response team. This team would consist of trusted school employees who:
1. Have received a vigorous background check.
2. Receive yearly psychological exams, and have no history of psychological issues.
3. Complete and receive their CCW.
4. Receive yearly training from local law enforcement on mass shooting incidents.
5. Would be kept on a registry with local law enforcement.
6. Would feel comfortable defending their students in the event of a mass shooting.

The recommended size of this team would be 5 individuals per school building, and the members of this team would not be disclosed to students. (Picture air marshalls-only in schools.)
