Allow schools to fund raise selling an unlimited category of food items

Currently, many school groups rely on fundraisers for funds. Recently, a healthy food initiative is preventing many schools from holding common fundraisers. A large majority of fundraisers sell treats to gain the money necessary to run school programs. The healthy food initiative deems these treats "unhealthy", and thus the fundraisers are not allowed.
