Allow the secession of all welfare states taking more from the federal government than they give back, if they wish. Enforce that said states pay off their share of the national debt plus interest and deliver all military installations back to the United States.
These mostly red states include, in order of greatest dependency on the federal govt:
New Mexico, Mississippi, Alaska, Louisiana, West Virginia, North Dakota, Alabama, South Dakota, Kentucky, Virginia, Montana, Hawaii, Maine, Arkansas, Oklahoma, South Carolina, Missouri, Maryland, Tennessee, Idaho, Arizona, Kansas, Wyoming, Iowa, Nebraska, Vermont, North Carolina, Pennsylvania, Utah, Indiana, Ohio and Georgia.
Ensure that mostly blue "producer" states RI, FL, TX, OR, MI, WA, WI, MA, CO, NY, CA, DE, IL, MN, NH, CT, NV & NJ remain.
