Allow service members with more than 4 years of service the option to opt of Social Security.

Allow service members in the United States Armed Forces with greater than 4 years of service to opt out of mandatory contributions from military pay to Social Security and have the employee and employer contributions (10.4% of base pay) deposited in the service members Thrift Savings Plan account.

Career service members are already covered by a military retirement system and disability system provided by the military department and the Veterans Administration.
